W.E. O’Neil starts work on Edens Collection shopping center with $52 million building

General contractor W.E. O’Neil has started working on the Edens Collection shopping center in the city’s westside. The Jaffe Companies are developing the site, which includes plans for three structures.

The city issued a $52 million building permit at 4631 W. Foster Ave. for the site’s first building. The permit says: “Building C is a two-story, 123,342 sq. ft. inline retail building with precast system and parking on the roof.”

City officials earlier this year said the project would feature a Target, LA Fitness, Ross Dress for Less and Starbucks along with medical/office and restaurant space, The Real Deal reports.

In June, the City Council voted to give Jaffe $13 million in tax-increment financing, several months after it created the Foster/Edens TIF District, to help pay for for site acquisition, environmental remediation and other costs.

In a TIF district, property taxes gained from increased property values go into a fund to pay for improvements within the district. Jaffe is providing $2 million to improve nearby Gompers Park.

Subcontractors include: ElectricalSharlen Electric Company; masonryO’Neil Industries Inc./W.E. O’Neil Construction Co.; plumbingWarren F. Thomas; refrigeration, mechanical and ventilationHill Mechanical Corp.

The architect is Peter Theodore of Camburas and Theodore, Ltd.

  1. Will the construction include access to the proposed Weber Spur Trail? This could provide easy access to the bike lane on Lawrence and Elson, and the proposed bike lane on Foster.

    It would provide easy access to the Sauganash neighborhood, the Sauganash Trail leading to Lincolnwood, and south as far as Wilson.

    This trail linkage should be included in the plans.
